You can manually disable or enable the Backup and Restore functionality provided in Windows 7.
To disable or enable Backup functionality follow these simple steps:
1) Open Start menu and type gpedit.msc in the search box provided at the bottom of the Start menu to open Local Group Policy Editor.

2) Click the gpedit.msc link as highlighted above.
3) In the Local Group Policy Editor window thus opened, click to expand :
User Configuration\Administrative Templates\Windows Components\Backup\Client given in the left pane.

4) In the right pane double click Turn off backup configuration option as highlighted above..
5) In the Turn off backup configuration Properties window thus opened, select the radio button Enabled to turn off backup configuration

6) Select the radio button Not configured or Disabled to turn on backup configuration
7) Finally click OK button and quit Local Group Policy Editor
To disable or enable Restore functionality follow these simple steps:
1) Open Group Policy Editor as shown above in the steps 1, 2 and 3

2) In the right pane double click Turn off restore functionality option as highlighted above..
3) In the Turn off Restore functionality Properties window thus opened, select the radio button Enabled to turn off restore functionality

4) Select the radio button Not configured or Disabled to turn on Restore functionality
5) Finally click OK button and quit Local Group Policy Editor

When I type in gpedit.misc nothing appears in the panel above. My backup functions in Windows 7 are not functioning.
